Asdrúbal Chávez new PDVSA Vice President of refining, trade and supply

Caracas- The President of the Bolivarian Republic of Venezuela, Hugo Chávez Frías, appointed Asdrúbal Chávez as new Vice President of refining, trade and supply of Petróleos de Venezuela, S.A., until recently a director of the corporation.

The appointment was made through presidential decree No. 5354, published in Official Gazette No. 38689, dated May 23, 2007. The decree ratifies the full force and effect of presidential decree No. 3428, whereby the current members of the Board of Directors of PDVSA and current President of the corporation, Rafael Ramírez Carreño were appointed.

With a 28-year long expertise in the oil industry, the new Vice President of PDVSA has a degree in Chemical Engineering from the Universidad de Los Andes (ULA, Spanish acronym for University of The Andes”), earned in 1979. A fresh graduate, he began hat year his career in the oil industry, specifically in El Palito Refinery Plant, located in Carabobo state, as start-up engineer of the El Palito Refinery Enhancement Project (ELPAEX, Spanish acronym).

He subsequently occupied various offices in the areas of Industrial Services, Distillation and Sspecialties, Conversion and Treatment, Crude Movement and Products, Programming, Economy and Process Engineering.

En 1989 fue asignado a la empresa UOP en Estados Unidos con el objetivo de realizar una especialización en Procesos.

In 1989, he was assigned to work at the American company UOP, in the United States, for purposes of developing a specialization in Processes.

En 1990 liderizó el Proyecto de Expansión de las Unidades de Crudo y Vacío de la Refinería el Palito. En 1993 fue designado Superintendente de Ingeniería de Procesos y en 1994 liderizó el equipo de Estudio Integral de la Organización de la Refinería El Palito. Durante el período 1995-1999 ocupó diferentes posiciones supervisoras y gerenciales.
In 1990, he led the Crude and Vacuum Units Enhancement Project of El Palito Refinery Plant. In 1993, he was appointed Superintendent of Process Engineering, and in 1994, led the team for the Comprehensive Study of the El Palito Refinery Plant Organization. From 1995 to 1999 Mr. Asdrúbal Chávez occupied various supervising and managing positions. 

In 2000, he was assigned to work with the PDVSA President’s Office, first for the Restructuring of the Production and Commerce Ministry and later in the Economic Constituent Process. In 2001, he was assigned to work at Bitúmenes Orinoco, S.A. (BITOR) as Human Resources Managers, where he headed the restructuring process of this affiliate company of PDVSA.

In 2002, he was appointed Assistant to the Board of Directors of BITOR; in 2003 he became General Manager of El Palito Refinery Plant, and later, Human Resources Executive Officer of PDVSA.

In March 2004, he was appointed Executive Officer of Trade and Supply of PDVSA and headed PDVSA’S negotiating team in the Oil Contract Collective Labor Contract for 2004-2006.

In January 2005, he was designated Director of PDVSA, President of PDV Marina, Director of CITGO and representative of PDVSA at various affiliate companies and joint ventures, all of these offices have been performed to this date. Additionally, he led PDVSA’s negotiating team of the Oil Collective Labor Contract for 2007-2009.
