The strategic guidelines and hydrocarbons policy that PDVSA and its subsidiaries have adopted are pursuant to the Homeland Plan Act; 2013-2019 Second Socialist Plan of Economic and Social Development of the Nation, approved by the National Assembly. It includes the political, social, economic and geopolitical guidelines of the Bolivarian Government for the coming years. The Plan reflects the strategy of building and strengthening a socialist system in our country, seeking the greatest sum of social happiness within the context of a Latin American common homeland, helping to build a multipolar world. Liberator Simón Bolívar had this vision, which was promoted in the 21st century by Supreme Commander Hugo Chávez.
Main Historic Objectives
1- Defend, expand and consolidate the most precious good that we have regained after 200 years: our national independence to preserve and consolidate the sovereignty over our oil resources and other strategic natural resources, and guarantee state control over PDVSA.
2 - - Continue to build 21st Century Bolivarian Socialism in Venezuela, as an alternative to capitalism´s destructive and savage system and thus assure “the greatest amount of political stability and the greatest sum of happiness" for our people. PDVSA will reinforce socialist values and promote and develop new social relations of production to fully meet the needs of our people.
3 – To turn Venezuela into a social, economic and political power, as part of the rising power of Latin America and the Caribbean thus ensuring the creation of a peace zone in our América. Thanks to the rational exploitation of our hydrocarbon reserves, we will consolidate Venezuela as an energy power, regionally and beyond.
4 - Contribute to the development of a new international geopolitics that allows for a multicentric and multipolar world and ensure world peace.
The rational exploitation of our hydrocarbons shall support Venezuela's leading role in building a multicentric and multipolar world, and the geopolitical positioning of Venezuela internationally, strengthen OPEC and regional energy bodies
5 -Contribute to the preservation of life on the planet and the salvation of the human species, through the rational, optimal and sustainable use of oil and gas resources, and by developing and implementing environmentally friendly operational plans, and environmental liability remediation plans that minimize the impact of operations on the hydrocarbon value chain. The negative impact of climate change, the result of the predatory capitalist model, can thus be contained or reversed
