ANNOUNCEMENT OF THE BONDHOLDERS

The Bolivarian Republic of Venezuela, Petróleos de Venezuela S.A. (PDVSA) and Corporación Eléctrica Nacional S.A. (CORPOELEC) (the "Issuers"), in response to the announcement issued by them on September 15, 2020, to the different extensions given to date on the Conditional Offer of Interruption of the Statute of Limitations on the international sovereign bonds of Venezuela, the PDVSA bonds and the Electricidad de Caracas bonds (the "Offer"), after several approaches made by Bondholders with the Issuers, announce their intention to sign the corresponding Tolling Agreements with each Bondholder that has expressed such intention.    The reached agreements are proof of the permanent will of the Issuers to comply with their obligations, regardless of the effects that external factors may have caused on the payment capacity of the Issuers. We are thankful for the trust granted by the creditors that have approached us, ratifying to them as well as to all the Bondholders, our faithful commitment and intention to comply with the corresponding obligations. By means of this announcement it is hereby stated that the terms and conditions of the Offer will not be extended for additional periods, but the Issuers are also willing to continue talking with all the Bondholders in order to reach favorable agreements for all parties, under the same conditions as those with whom the Tolling Agreements are entered into. It is expressly stated that for those Bondholders that may have some type of limitation arising from their respective legislation, national regulations or otherwise, which may limit them from establishing contact with the Issuers, will wait until such limitation is superseded in order to establish the appropriate discussions that may be necessary.  Therefore, the Issuers state that the limitation periods that may be in force in relation to the Bonds have been interrupted and those Bondholders who have not yet approached the Issuers are invited to talk in good faith with the purpose of achieving a debt restructuring in accordance with the rights and interests of all parties. February 2021 ANNOUNCEMENT OF EXTENSION OF THE CONDITIONAL OFFER TO THE BONDHOLDERS

The Bolivarian Republic of Venezuela, Petróleos de Venezuela S.A. (PDVSA) y la Corporación Eléctrica Nacional S.A. (CORPOELEC) (the, “Issuers”) announce today that they have extended for an additional period of thirty (30) days, the terms and conditions of the conditional offer (the “Offer”) made to the holders of bonds of the Issuers listed in the Annex to their respective Offer (the “Relevant Bonds”) to submit an acceptance of the Agreement to toll the limitation periods (statutes of limitation) applicable to Enforcement Actions under the Relevant Bonds, until midnight Caracas time on 14 March 2021, unless further extended or early terminated.  Caracas, 12 February 2021

NEW AGREEMENT TO INTERRUPT THE PRESCRIPTION PERIODS IN PDVSA BONDS

The Bolivarian Republic of Venezuela, Petróleos de Venezuela S.A. (PDVSA) y la Corporación Eléctrica Nacional S.A. (CORPOELEC) (the, “Issuers”) announce today that they have extended for an additional period of thirty (30) days, the terms and conditions of the conditional offer (the “Offer”) made to the holders of bonds of the Issuers listed in the Annex to their respective Offer (the “Relevant Bonds”) to submit an acceptance of the Agreement to toll the limitation periods (statutes of limitation) applicable to Enforcement Actions under the Relevant Bonds, until midnight Caracas time on 13 November 2020, unless further extended or early terminated.  With this decision, Issuers confirm their strong commitment to honor their validly incurred obligations, as well as their desire to stand ready to work constructively in a process of dialogue, in a structured and comprehensive manner, to overcome the limitations imposed by the unilateral coercive measures adopted against the country".

 

STATEMENT ON THE XIII ANNIVERSARY OF PETROCARIBE

The Bolivarian Republic of Venezuela salutes the brother nations of the Caribbean and Central America, signatories of the Petrocaribe Energy Cooperation Agreement, on the occasion of the thirteenth anniversary of this integration mechanism, which has been a fundamental pillar in the stability, energy security and socio-economic development of the peoples of the region.

 

COMMUNIQUÉ PRESIDENTIAL COMMISSION TO RENEGOTIATE THE FOREIGN DEBT TERMS OF THE REPUBLIC AND PDVSA

The government of the Bolivarian Republic of Venezuela is moving forward in the process to achieve the productive and financial consolidation of the homeland. In this context, it ratifies to the international community and to the Venezuelan people, its absolute and responsible commitment to continue upholding the obligations taken by the nation and PDVSA.

 

THE BOLIVARIAN REPUBLIC OF VENEZUELA SUPPORTS EXTENSION OF AGREEMENT TO CUT OIL PRODUCTION BETWEEN OPEC AND NON OPEC COUNTRIES

Venezuela supports the joint proposal voiced by the Minister of Energy, Industries and Mineral Resources of the Kingdom of Saudi Arabia Khalid Al-Falih, and the Minister of Energy of the Russian Federation Alexander Novak to extend for another 9 months the voluntary production cut agreement signed in December 2016 by 24 member and non-member nations of the Organization of the Petroleum Exporting Countries (OPEC) with a view to stabilizing the world oil market.
